NOTE: Use this at your own risk, however, I've used it personally on multiple pcs to date without any issues. You can also verify the validty of the command by googling it. 8)
This command line will remove Microsoft Windows Messenger manually:
Close all open IE windows and Outlook, then go to Start > Run > and paste this command exactly as it appears bold below:
RunDll32 advpack.dll,LaunchINFSection %windir%\INF\msmsgs.inf,BLC.Remove
Voila, it will run the uninstaller and have you "free" in no time.

Hehe, I am free!!! I used to use TweakXP to do it, but I don't like that program anymore and I don't use it on my new fresh install of WinXP. So now I know how to get rid of that pesky Windows Messenger.
Yeah, I hated having that program always load itself and waste unneeded resources. So far so good, haven't heard from it since :D
