Enabling external mysql access

Hi all, I have enabled external mysql access for my static IP via cpanel but my local mysql client cannot connect to port 3306 on tsunami.charlottezweb.com.

My initial testing of port 3306 on tsunami indicates that some process is listening but whatever it is silently ignores anything I send it.

Where am I going wrong?

We have remote mysql access blocked on our servers.  (cPanel may not be reflecting that).

If you have a static IP, please open a ticket or shoot me an email (please include your IP and justification) and we can look into adding an exception.
